In Joomla 4 multiple selection fields are different from Joomla 3. In ochSimpleFirewall you have to hold down CTRL and click the right countries. After you save, if you click on another country, the countries already chosen disappear, so you have to re-click them (if you can remember who they were). Also the layout means you have to wade through the whole list to see what is chosen in the first place.

You can see how it's done e.g. in Joomla Global configuration, Logging, Log Priorities.

Admin Tools had this fixed some time ago, see the changelog note:
Multiple selection fields in Configure WAF now use Chosen (J3) or Choices.js (J4) for easier selections. This makes multiple selections much easier than trying hold down CTRL/CMD and click the right thing the right number of times.
