No bug File Won't Publish

For some reason I have one file that won't publish. When I hover over the publish icon in the files list it says Published but is pending. What does that mean and how do I get it publish?

Found the problem.

I had done a save as copy from a previous release. I then changed the various release numbers etc, and changed the release date using the date picker. For some reason when I clicked on the today button It set a time value in a different timezone than the server so it was set to publish at a later time.

Going back and adjusting the time to zero fixed the problem.

Good you found what caused the issue.
in latest release, the release that is not only a date field, but got additional functionality and now works as a 'publish_up' field. This allows you to schedule releases.

As you saw it worked although not as you intended it

it is using the core joomla date/time field. I always need to set the correct time as it feels random to me what it picks when you click now / today.
