Hi Fabrice,
the import button shows when two conditions are met:
  1. com_rdsubs needs to be installed
  2. com_rdsubs needs to be version 2.10.0
When one of these conditions is not met then the button will not show.

can yo tell me if on your site com_rdsubs is installed and if so what the version is?

Yes, installed and enabled (if not enabled the Joomla api cannot query it for values we need when importing > as when not activated it will not respond.
